The Accounts Department in the Ministry of Employment Labour and Social Security comprises of assigned staff from the Accountant General’s Department, who provide technical support to this Unit.
It is headed by staff not below the rank of an Accountant and assisted by an Assistant Accountant. The Accountant as a representative of the Accountant General is directly responsible to the Vote Controller of the Ministry, the Permanent Secretary. He or she takes lawful instructions from the Permanent Secretary regarding all financial transactions undertaken by the Ministry.
The Accountant scrutinizes financial documents such as invoices from suppliers of goods and services to ensure their correctness in terms of description of quality, quantity, arithmetical accuracy and above all in tandem with existing Financial Regulations before proceeding to prepare payment vouchers after receiving authorizations from the Vote Controller.
Assists the HR Department in processing staff leave and salary amendment forms submitted to the Human Resource Department. Prepare and submit vouchers to the Accountant General’s Office to facilitate the payment of local and foreign daily subsistence allowances for staff that leave their duty station on official assignments
Assists the Budget Unit in the preparation of the Ministry’s annual draft budget
Delegates and supervises the functions of the Assistant Accountant
Prepares bank and revenue reconciliation reports on a monthly basis
Cooperates with the Internal and External Auditors by timely presentation of documents requested and answer to queries raised
Draft and present the Ministry’s annual financial reports to the Parliamentary Budget Committee
Honour invitations from PAC (Public Accounts Committee) on issues raised by External Auditors
Ensures proper filing of all financial documents of the Ministry
Custodian of all securities of the Ministry such as cash withdrawn from the Ministry’s bank account, cheque books, fuel chits etc
